Council Approves Affordable Housing Grant to Support Habitat for Humanity Project

At last night’s meeting, the Novato City Council unanimously approved grant funding for Habitat for Humanity Greater San Francisco’s (HGSF) 80-unit affordable housing project, Habitat Redwood Boulevard. This impactful project, located on a 13.6-acre lot at 8161 Redwood Boulevard, will expand affordable homeownership opportunities in Novato and is the largest of its kind in California. 

Building upon the City’s commitment to this project, Council’s approval includes $1 million towards reductions and waivers of City permitting fees, this is in addition to the $1 million allocated in 2023. Funding will be provided through the City’s Affordable Housing Fund.

“Habitat for Humanity Greater San Francisco is deeply grateful to the City of Novato for their support and leadership in helping make this transformative project a reality. Their commitment to affordable homeownership is helping working families put down roots in the communities where they live and work. Every day we see how stable, affordable homeownership changes lives—creating financial security, improving health outcomes and strengthening communities. This project will be the largest 100% affordable homeownership development in the state and is a shining example of what is possible when we come together with a shared vision," said Maureen Sedonaen, Chief Executive Officer at Habitat for Humanity Greater San Francisco.

The Habitat Redwood Boulevard project will provide 60 homes for low-income households and 20 for moderate-income households, along with a 2,154 square-foot commercial space. First-time homebuyers will benefit from HGSF’s program, which ensures that total housing payments — including taxes, insurance, utilities, and HOA fees — remain capped at 30% household income, guaranteeing long-term affordability. 

“This project is a significant step forward in our ongoing efforts to expand affordable housing opportunities for local families,” said Mayor Tim O’Connor. “We are proud to partner with Habitat for Humanity Greater San Francisco to bring this project to life and remain committed to providing safe, affordable housing that meets the needs of our community. By investing in attainable housing, we are investing in the future of Novato.”

Currently in the permitting phase, HGSF is working to finalize approvals and secure additional funding to begin construction. Once completed, these homes will count towards Novato’s Regional Housing Needs Allocation (RHNA), helping the City meet state-mandated housing goals.
