Novato Welcomes Carla Hansen as Assistant City Manager

The City of Novato is pleased to announce the hiring of Carla Hansen as its next Assistant City Manager. Following a competitive recruitment process, Hansen has been appointed to oversee Economic Development, Communications, Human Resources, and special projects including the City’s Strategic Plan items.
Hansen returns to Novato after nearly a decade with the City of Walnut Creek, where she most recently served as Deputy City Manager. During her tenure, she led citywide initiatives focused on economic development and job creation, environmental sustainability, parks and infrastructure improvements, and public safety and social wellness. Her leadership was instrumental in passing a successful half-cent sales tax measure for critical service enhancements, streamlining internal and external communications, enhancing customer service, expanding professional development opportunities for staff, creating community emergency preparedness plans and increasing opportunities for civic engagement.
“Carla brings a wealth of experience, strategic leadership, and a deep commitment to public service,” said City Manager Amy Cunningham. “Her expertise and collaborative approach make her the ideal choice to help us continue delivering exceptional services to our community. We’re pleased to welcome her back to Novato.”
A graduate of the Leadership Novato Class of 2015, Hansen previously served as a Management Analyst for the City of Novato. In that role, she strengthened partnerships with the Novato Chamber of Commerce and Downtown Novato Business Association, helped coordinate the City’s budget, participated in labor negotiations, managed recruitment efforts and developed citywide policies and programs.
An East Bay native, Hansen holds bachelor’s degree in journalism and sociology from Chico State and a master’s degree in public policy from Mills College. Passionate about public service, she participated in the City and County of San Francisco’s Fellowship Program and has proudly served in civic leadership roles as Planning Commissioner for the City of El Cerrito, a member of the Cal Cities Revenue and Taxation Policy Committee, and President of the Municipal Management Association of Northern California.
“Novato is a vibrant and welcoming community, rich in history and civic pride, and I am excited to return,” said Hansen. “I look forward to working closely with our community, City Council and staff to address the needs and priorities of our residents and businesses.”
Hansen will begin her new role on March 24, 2025 and will earn $224,831 annually.
