The City of Novato remains committed to protecting the health and safety of community members and employees, while also striving to deliver public service to the greatest extent possible. The City partners closely with local service providers to ensure that people experiencing homelessness have access to necessary resources and support services.
By building on existing partnerships and programs, Novato remains committed to creating positive outcomes and enhanced quality of life for all members of our community.
Quality of Life Concerns
SAFE Program
As part of Novato’s ongoing commitment to enhancing access to essential resources and support services for those in need, the City partners with Petaluma People Service Center to bring the SAFE (Specialized Assistance for Everyone) Program to our community. This initiative aims to provide critical assistance to community members experiencing mental health challenges, substance abuse issues, and homelessness.
SAFE Team Hours: Tuesday - Saturday from 8am - 8pm
Contact the SAFE Team:
- In an emergency, call 9-1-1: Emergency dispatchers will assess calls to determine the most appropriate response, whether from SAFE, police, fire, paramedics or a combination of services.
- Non-emergency assistance: Call 415.899.7000 to reach the SAFE Team directly.
Report an Issue
It is not a crime to be homeless. Click "Submit a Request" to submit non-emergency quality of life/homeless concerns directly to the appropriate City department using our online service request tool. Topics may include:
- Abandoned trash, debris, or litter
- Encampment on public property
- Encampment on private property
- Request for support services
Service requests are not monitored 24/7. For emergencies, please dial 9-1-1.

The Marin Homeless Continuum of Care (CoC) has launched a Coordinated Entry System (CES) to ensure that people experiencing homelessness receive the best services to meet their housing and/or service needs.
