The City of Novato's Strategic Plan framework sets the City Council's priorities, goals, and objectives for the three-year period from July 1, 2026 through June 30, 2029. It provides a roadmap for City operations, resource allocation, workplan development, and organizational priorities while responding to community needs and emerging issues.

Developing a strategic plan is a collaborative process that brings together the community, City Council and City staff. On April 17, 2026, the City Council held a Strategic Planning Workshop to review and discuss the City's mission, vision, and organizational values, and the principles of effective governance. The discussion highlighted the importance of transparency, collaboration, community engagement, and making decisions that serve the greater good of the Novato community.

The workshop also included a review of community input gathered over the past three years through surveys, meetings, workshops, focus groups and other engagement opportunities.

This feedback helped identify the priorities, concerns and hopes of Novato residents, businesses, community organizations, and other stakeholders. Their input helped shape the Strategic Plan framework and ensure that it reflects the community's priorities and vision for Novato's future. 

The Strategic Plan framework 2026-2029 focuses on five goal areas:
