City Manager's Office

The City Manager oversees the management and normal operations of all City departments, as well as emergency services in times of crisis. In a Council-Manager form of government, the City Council sets policy and the City Manager manages the day-to-day administration of City government.

Amy Cunningham, City Manager

Amy Cunningham, City Manager Amy Cunningham has worked for the City of Novato since February 2020. She has served as the City's Finance Director, Administrative Services Director as well as Deputy City Manager overseeing Finance, Human Resources, Risk Management and IT.

The responsibilities of the City Manager include:

assisting the City Council in establishing citywide goals and policies based on community engagement and perspectives, and ensures that Council directions are implemented;
providing transparent, accountable information to the community on City programs, services, activities and community issues;
coordinates with other local and regional agencies in order to promote and protect the interests, health and safety of the City and ensure the efficient delivery of emergency and quality of life services to the community;
supports the economic vitality of the community through economic development, redevelopment, and support of local businesses through fiscally challenging times; and
provides executive leadership, oversight and accountability to ensure critical milestones are met on City Council and community priorities.

Carla Hansen, Assistant City Manager

As Assistant City Manager, Carla Hansen oversees Economic Development, Communications, Human Resources, and special projects including the City's Strategic Plan items. Other duties include, but are not limited to:

high-level management, administrative, and research tasks for the City Manager;

serves as department director over assigned administrative or operational areas;

directs the activities of assigned departments;

conducts or directs organizational, management, and general studies; and

may serve as Acting City Manager when assigned.

Bill Rose, Assistant City Manager

Bill Rose, ACM The Assistant City Manager oversees Sustainability, Information Technology, Homelessness, Marin Valley Mobile Country Club, City-Owned Property Management, and special projects. Other duties include, but are not limited to:

high-level management, administrative, and research tasks for the City Manager;
serves as department director over assigned administrative or operational areas;
directs the activities of assigned departments;
conducts or directs organizational, management, and general studies; and
may serve as Acting City Manager when assigned.
