The City of Novato is excited to introduce Novato Permits. Through the online portal, you can submit permit and plan check applications, schedule building inspections, file code enforcement requests, and make secure online payments. A Novato Permits account is required prior to applying for a permit online.

Express Permits Available Through Novato Permits
The following like-for-like residential projects are eligible for instant permit issuance through the Novato Permits online portal, upon confirmation:- Residential Water Heater Replacement — like-for-like, no change in type or location
- Residential HVAC Replacement — like-for-like, no change in location
- Residential Electrical Panel Replacement — like-for-like, no change in location
- Residential Reroof — like-for-like, no change to roof pitch (projects with existing solar installations do not qualify)
- Residential Window/Door Replacement — like-for-like, no change in size or location
Please note: Express Permits may only be obtained by licensed contractors or qualified permit agents holding an active CSLB license and a valid City of Novato business license.
