An ADU may be approved with a building permit. Building permit fees are calculated by our Building Division. An ADU that is 750 square feet or larger is subject to Novato’s development impact fee (DIF) which is calculated proportionate to the size of the main home. A JADU is also subject to a building permit review process but is not subject to development impact fees.
Additionally, you should contact the Novato Sanitary District, North Marin Water District, Novato Fire Protection District, and the Novato Public Works Department to determine utility hook-up permit requirements and fees, as well as any additional site-specific requirements that your ADU or JADU must meet (e.g., flood zone, wildland urban interface requirements, etc.).
