Barn Owl 1Property owners should postpone trimming trees if an active bird or squirrel nest is present. The time required for a bird to complete its nesting cycle varies by species, but most birds have active nests for a minimum of four weeks, so delaying the cutting or trimming of trees shouldn't be difficult. Native nesting birds are protected from disturbance by state and federal laws. The City recommends that home-owners postpone non-emergency tree work until the time between October and December, when it is least likely that birds and squirrels will be nesting their young. This is also a better time to prune trees because they are dormant.

Tree permits are issued by the Planning Division
Monday - Thursday from 9am - 11am at 922 Machin Avenue

Online Portal Submittal (Preferred) 

You may now submit your application electronically through the Novato Permits portal.

  1. Create an account or log in
  2. Submit your application under the Planning Division section.
  3. Upload the required documents (see list below).
  4. Pay the applicable filing fee online.

If you prefer, you may still submit your application in person at the Planning Division counter, but please note that you will still need to create an account in the portal even if starting the application in person or via email. Once your account is connected to the application record and an invoice created by our office, you will be able to pay through the portal. 

Step 1: Collect Required Documents

Step 2: Prepare Supporting Materials

  • Site Plan – overhead (bird’s-eye) view of your property showing property lines, structures, and the location of tree(s) for removal. Many applicants use a Google Maps printout and sketch tree locations. Call the Planning Division at (415) 899-8989 if you need help.
  • Tree Photos – include full-tree and surrounding area views. If citing tree health, provide close-ups showing disease or damage.
  • Arborist Letter – a signed letter from a certified arborist describing the tree’s condition, reason for removal, and professional recommendation.

Step 3: Submit Your Application
