The City of Novato Tenant Improvement Grant Program supports downtown business and property owners in improving commercial buildings through matching grant reimbursements, with a focus on façades, signage, and other publicly visible enhancements. The program’s goal is to encourage economic development while enhancing the physical appearance and commercial viability of downtown businesses.

Businesses located within the Downtown Novato Business Improvement District Boundary are eligible to apply. Funds are limited, and the program can end at any time.
 
Grant funding is paired with guidance from the Marin Small Business Development Center (SBDC), ensuring that investments not only improve a property’s appearance but also strengthen the underlying business.

Program Goals

Grants will be awarded to projects that the City of Novato determines best fulfill the following goals:

  • Support downtown businesses as well as the City’s broader economic development goals
  • Enhance the appearance of retail corridors and/or preserve or restore valuable historical features
  • Add long-term value to the property upon which the improvements are constructed
  • Make possible a project that is ready and feasible
  • Advance equity and/or meet an economic need for a small business owner or first-time entrepreneur
