Effective February 1, 2025, the City of Novato’s updated Master Fee Schedule will introduce several important changes:

1. Reduced Fees for Common Minor Permits
   Enjoy lower costs for the most frequently issued building permits, including water heater installations, re-roofing, window replacements, and more.
2. New User Guide
   The updated Master Fee Schedule includes an upfront guide to help readers understand each fee, what it covers, how and when payments are collected, and the basis for every charge.
3. Pre-Application Support Services
   These new services will offer additional project support, helping applicants navigate requirements and streamline their planning process.

This update was approved by the City Council during a public hearing held on November 19, 2024.

Enacted in 1987 as the Mitigation Fee Act, AB 1600 reports are required financial disclosures in California, Government Code § 66000, that document the collection and use of development impact fees.  These reports ensure collected fees are used as intended by detailing account balances, expenditures, and future project funding, which promotes public transparency.

Finance is also responsible for coordinating the annual independent audit. The City has prepared an Annual Financial Statement since 2011/12. Prior to 2011/12, the City prepared Basic Financial Statements.

Following ownership transfer to the City of the asset previously owned by the Novato Finance Authority, the financial statements have been combined with the City's audit beginning in FY 10/11.

In accordance with the requirements of the Single Audit Act of 1984, the City prepares a single or program-specific audit for any fiscal year during which the City expends $750,000 or more in Federal awards.
