MS4 Permit Trash Capture Devices (CIP #24-003)

Description

The City is installing a Full Trash Capture Device at the drainage ditch next to a junction box at Olive Avenue and Railroad Avenue. To comply with the Trash Amendments requirements incorporated in the Statewide Phase II MS4 Permit, the City must implement a combination of small trash capture devices, large trash capture devices, and other treatment like street sweeping. The Trash Amendments mandate that municipalities keep trash from entering waters of the United States, helping protect water quality and aquatic ecosystems.

This device is designed to remove trash equal to or larger than 5 millimeters, ensuring that materials such as plastic bottles, bags, and other litter are collected before they can travel downstream.

The project is currently in the design phase. The City has contracted with Schaaf & Wheeler Consulting Civil Engineers to prepare the engineering design for the full trash capture device. Schaaf & Wheeler is developing the plans, specifications, and technical documents needed for permitting and construction.

The Design phase is funded through an EPA grant, which supports stormwater quality improvements and compliance with the State Phase II MS4 Permit (Trash Amendment). Once design is complete and the project is ready for construction, construction costs will be funded by Caltrans, since a portion of the contributing drainage area is from Caltrans right-of-way.

Cost

The total design and environmental permitting cost is $288,853. The City will be reimbursed through the EPA grant.
